In my experience women will let you know by getting close and making it very easy. If they are keeping their distance, they aren't ready. After I divorced and started dating I never had to ask and I never was rejected.

Yes it is weird. In my generation, a kiss after a date is generally accepted protocol. Every first and subsequent date I've ever had ended with a kiss.
