If she is his wife or fiancee, or if they've been in a steady, close, romantic relationship for a good while, he would be justifiably hurt, enraged, broken-hearted, and he'd certainly feel he had a right to know why!
But if they were just casually dating, and he "liked" her, and she went out with someone else, well, he might be upset, he might be broken hearted, but really, he has no claim on her. So it really isn't cheating. He can keep dating her and hope that she develops feelings for him and they can become an "item," or, if he's just can't be patient and wait for her, with no guarantees, because his feelings are too strong, then it's probably best to take a cold shower, and move on.
