How do you approach a person you are attracted to?

When you see someone attractive and you want to introduce yourself, do you go directly to that person or do you start with the people he/she is with? How would you approach the brother and sister below? Which one are you attracted to? How do you initiate contact?

normally people approach me with small talk and i open further dialect with humor its a must for me. most could never tell but i have social anxiety, i dont approach, sometimes i do try to follow up if they stare or smile and, well humor again for me
