He means just that - he *thinks* you are really busy and don't have the time for it. NOTE: I am NOT saying he is correct - read on:
"- he has no idea what my schedule is like"
You are right - he DOESN'T. So show him you have more free time (e. g., "Say, I am free Friday night, want to hang out?" - use better wording or terminology as you see fit, but you get the idea).
NEVER assume most young men are as intuitive as you likely are - most men, especially in your age range, are definitely not!

Sometimes, make that often, men will hide how much they care behind a facade of not caring so much. Keep that in mind.

OK, that adds another dimension to it, but I think my point stands with older men as well, although I would think to a lesser extent (although maybe not here :) )

THAT may be true. Do you know if he is single or not? (If he is cheating, BAIL).
If you want something more and deeper (on pun intended) from an older man, show yourself to be well put together and capable. He will likely realize there is more to you than a "hawt" young thing for him to plant his mast.
On the other hand, many a dating app is a hookup dating app, (e. g., Tinder), so if the app was that, approach casually.

He either assumes you are a busy person or is fishing so he can hear you say you have time for him more or less. Like when someone says out loud man I look fat in this dress so others say stuff like no way you look cute.
