She flirts with me, including sexual flirting. She takes out time out of her job schedule to text me. At times she texts me even when she is not on a break in her office. If some nights she fails to talk with me she makes sure to talk throughout the day the next day. She asks me about me. Asks for pictures of places I go with my friends. She calls me and ask me how I am doing. We have been talking since one month. I approached her and asked for her number.

But! When I asked her out she declined. And said she can only think about meeting after four months from now. She keeps saying sorry for turning me down and promised to approach me soon. I told her that four months is a long time for me to wait. She said 'no problem. I understand.'

What the hell's going on? What is she doing?

That seems a bit odd, but maybe you should ask her. My guess is that she doesn't want you, but she gets a kick out of having your attention and then rejecting you. If I were you, I wouldn't waste any time on her. If she texts, take your sweet time before replying. Leave her on read for a day or two.
