He might be trying to make a move but don't assume that 100%. Yeah that is when he would try it if he was going to. His place... privacy I assume... quiet. He likely would try to start slow and see if you let him. Here is the thing though. It could just be that was his second date idea and it is totally harmless so not fair to make assumptions. Plus even if he is intending to make a move you don't have to give in if you are not ready. Just say you're not.
