I agree that it's polite to look at a person when they are talking to you, but I never look people in the eye nonstop when we're talking. It's kinda creepy. I mostly watch their lips.

I think he wants you to look him in the eye so he can dominate you. Staring into someone's eyes is like a challenge or dare unless it's tender and passionate.
