My ex boyfriend told me that the only way he'll stop trying to talk to me is if I start talking to someone new. What does this mean?

It means he thinks he still has a shot to get back with you and he is going to try his hardest to do it but will respect the fact that you have moved on if you do indeed find someone new. That's the way I read that situation. I'm torn on whether he is being totally respectful or half way. On the one hand he is saying he isn't going to get in the way of a new guy if you find one. That is being respectful. But he is also saying he is not going to leave you alone otherwise which is not cool in my opinion if you told him it's over.

He's psychotic, wants to be blocked, and will try to sabotage all future relatonships so you're forced to talk to him.

Back up all your texts from him, especially where he told you he has no intention of stopping his harassment.

Tell him firmly by text to stop contacting you, and that you will report him to the authorities if he continues to harass you.

Stay away from him, physically, and be careful at home if he knows where you live.

Show the texts to your friends, family, the authorities, etc. The more people know about his harassment, the more allies you will hopefully have.

Block him once you have enough text evidence for it to be obvious he's harassing you. If he persists, video/audio record in a public place his persistent harassment. Then, bring all your evidence to the police.

Just be careful.
He sounds unhinged and men are known to get emotional and throw tantrums after they're dumped. Be safe and stand up for yourself.
