I mean, girls are typically past puberty by 14 or at least 17 in cases of late bloomers.
Some girls start having sex after age 13 or at least in high school. So if a high school girl had a boyfriend in high school, would it be okay for them to engage in sex?

There's not really anything wrong with it, not more wrong than any other whore activities that are today's norm. On occasion, the two people even actually love each other, in which case it's perfectly fine. Just because someone reaches a certain age, it doesn't mean they suddenly have all the life experience and knowledge that makes them compatible with a much older person. Realistically, an 18 year old is going to be in a completely different stage in their life to a 30 year old and that's where the issue is.
As much as 18 is considered to be adulthood, you're barely an adult. Most 18 year olds are still in education, have no real-life experience and will, as mentioned before, be in a completely different stage in their life to a 30 year old.
So while it's not illegal, it does seem immoral. It's like chasing someone who doesn't know better because you do know better. You have more real-world experience, and will most likely even hold more power in the relationship.

Despite the fact I dressed respectfully, religious family, I had men who were in their late 20s & 30s approaching me. Most of them weren't looking to date. They were seeking out younger girls - my classmates, etc. - looking for easy sex.

It's not so much a problem as it is different stages in life. How often are you going to have common interests and experiences with a woman who is over a decade younger than you?
