My girlfriend has a long time best friend that she has dated before and when I asked her to cut him off she said no and added that he’s a top priority in her life just like me I don't know what to do

If this former boyfriend has a top priority in life, then you only come 2nd.

In this case, you should let your girlfriend go because there is never room for 2 people that have top priority. That simply does not work in the long run.

Having to choose between 2 people with the top priority status is something that is not possible because if you chose the one, the other loses his status. Anyway, at age 17, relationships are more than just ephemeral and usually don't last past a few months.

Also, if your girlfriend dated another boy at age 17, she probably did fornicate with him and then, you should not really be involved with this person in the first place.
