Break the touch barrier in general first. Like lean on his shoulder, or tell hom he looks tired and take him on your shoulder.. etc

Sudden things can backfire, so may be avoided. Take quite some time how to gradually approach things if the other side isn't bold/brave enough.

A) cautious and respectful of your space and wants to wait for physical affection to happen naturally or on your own terms.

B) respectful of your space and nervous as hell about creeping you out with physical affection and wants to be 100% sure his advances are consensual.
