In my circle of friends, one guy got promoted to manager at a young age (he's 25), and we had a get together to celebrate it. There were about 15 of us there. I like to be more relaxed in dressing, and I was wearing a jeans and a long sleeved crop top. A picture was being taken and he put his arm around my waist. It was unexpected, bit I liked that he found the confidence to do that. I like him, but I don't want to seem like a gold digger, should I just wait for him to ask me out?

The fact that he put his arm around your waist and you were wearing a crop top seems more intimate to me I mean he could have put his arm on your shoulder even if it was just for the picture. I think a guy putting his arm around a girls waist is intimate whether she is wearing a crop top or not. He obviously likes you in my opinion.
