If he is worth a few million and it will take him 20 years to get to 30m he isn't delusional he is stupid. He has a few million he is at the point where a couple good choices will yield exponential growth. Getting from a few million to 30m is a matter of weeks not years.
4 Million at 10%/year is 30 million over 20 years. Whether his investments will consistently yield that for 20 years or not is another thing, but if he's rotating sectors it's doable on paper.
