Is this man crazy?

This guy is trying to pick me up. He lives in my neighborhood, like 3km vicinity. So i bump into him a lot. He displays in my opinion some alarming controlling or obsessive traits. For example, recently I lost a phone. He keeps asking me when I get a new one. First off all, he doesn't even need it. He asked me if I want snacks from his home country. I said no. Brought them anyway. Like, can't you focus on something else?

He doesn't sound controlling, just persistent and it sounds like he really likes you and he's technically putting in more effort than most would, it should be a green flag.

by the way he is probably wondering when you'll get a new phone cause he wants to contact you and really wants to know an answer to when you'll get a new one lol

He sounds like a foreign guy with no game. Tell him he makes you uncomfortable and tell lots of people so they keep an eye out, then avoid
