I have a chance to meet him today at his workplace (he lives in another town, so that's the only place possible to just go and see him)

Girl, you totally did nothing wrong there! Any guy who invites a girl over out of nowhere like that should expect her to want some planning first. Boundaries are healthy.

As for seeing him today, I say play it cool. Drop by with some coffee or snacks as a little surprise, but don't put too much pressure on anything happening. Just say hi casually like "Was in the area and thought I'd say hey!"

See how he acts - is he still being chill? If so, all good! Then say something like "Let me know next time you're free to hang out properly." Still leaves the ball in his court.

But if he seems off or short, don't force it. Respect that he may still be weirded out by your reasonable response before.

Either way don't apologize, you did nothing to apologize for! He needs to earn more of your trust now before discussing plans again. Keep it light and see how it goes - you've got this!
