I can't understand what my crush's behaviour entail, are all guys like this?

I 21 (f) have a crush on 25(m). I started talking to him recently despite knowing him for years and confessed to him that i have a crush on him and would like to know him. He said that let's meet and talk as he is overseas. I am always the 1st to approach and text him and he replies or sometimes doesn't. And i do know he is nice to talk to in person. It's confusing to understand if I should really be hoping for anything in this relationship which has no title yet and feels onesided.
