I'm 31 and used to be smart. I don't know about super smart but definitely above average.
Now, it feels like I'm too old to pursue any of my goals. Even if I did, it wouldn't be the same as when I did it when I was younger.

Funny how skipping years ahead can hold one back..
I would say all this is is the expectations others encouraged you to have for yourself simply exceeded what everyone else had for themselves based on sparse observations.
But, I say when all else fails, learn a new language.
Consider talking to a therapist. You're not old definitely. But it seems you might have anxiety or depression, these can definitely affect your efficiency and productivity.
Thirty-one is not "old". What should you do? Carry on, that's what. Not give up, keep trying, keep trying to figure out who you are and what you're good at, and what it is that makes you happy and fulfilled.
