I will say the following, with underlying messages of each sentence/phrase.Reply:[1] "Oh, thanks for saying it out."
(As in: I received your message).
[2] "It does take courage and true feelings for one to say so, especially to someone they just meet. For that, I am sure you'll get to hear them from me at the time I'm having that much warmth and happiness you've felt".
(As in: I appreciate you conveying this message, and you'll have to wait for mine. As such messages are not just words.. they should come from the inside. Which is something I'll get to judge, and naturally require time to reply to.)
[3] "I hope to be at your good thoughts if I have been a reason you're feeling good/great".
(As in: Now you are either genuine or fake. Assuming you are genuine, it may be because I am that great and you can't hold your feelings.. so thanks for the compliment and I'll always do my best. Still wait as I just mentioned.
Or you are weak enough, that such small kindness or courtesy has made you 'fall' in love. All of this, aside being fake, which has other criteria to judge through).

The same thing you should always do in your relationship communicate your feelings openly and honestly and with respect and compassion if they really love you they will be willing to wait but it’s also important if you know for sure you don’t love them you need to leave don’t waste someone’s time
in my relationships we were going in the same direction so it didn't happen to me... but I think I would say that I appreciate their openness and honesty but I'm not ready for those words yet

It's normal, feelings need time. You just have to say it. Your person will understand and wait as long as necessary. And if not, then this is not your person.
You thank them. And if they look at you in anticipation you respectfully tell them that while you have similar feelings you’re not ready to say it back. (Honesty is the best here.)
I used to just lie and say "I love you too" just like I do with family LOL. Now that I am older I just say no you don't, and kiss them :*
Usually make a joke. If i don’t see it coming, my knee jerk response almost always springs from humor. It doesn’t usually fare well from that point. Ell oh ell!
