How do you ask a woman out when she's likes you while she's also mad at you at the same time?

A woman likes me, but she's mad at me because I'm over her waiting time on me asking her out. I'm not sure how to Approach her. She put all the effort and energy to get me to ask her out, but I never did

She was trying to get me to ask her out, but I was grieving from a previous relationship that recently failed. I know rejections sucks. I didn't want to go from one relationship to another one so quickly because I wanted to heal completely

That is such a good reason. You should tell her exactly that.. It wouldn't have been fair on either of you. If she is a reasonable woman, I think she'll understand!
