16 is "legal" in most states. It may not be "underage", especially with the close-in-age exemption on the books in many states. These laws vary state-by-state.

I had a 35 year old Hispanic man who was married to a 15 year old Hispanic girl in Houston. Couldn't touch him as they were legally married in Mexico, and Texas recognizes all legal marriages performed elsewhere.
