Yo man this one seems tricky. On one hand it was smart to follow up and talk to her again in the library, shows you're persistent. But with her friends there and her acting shy, maybe that wasn't the best time to make a move.
Girls can get pretty anxious when a guy approaches them out of nowhere, especially if they're alone or caught off guard studying. Next time try catching her when she's by herself and start with just saying hi and commenting on something neutral like what she's reading - keep it casual and light at first so she doesn't feel on the spot.
I'd also hold off on bombarding her social media since she didn't accept your follow request. Some girls find that creepy if they don't know you that well yet. Ease into it by chatting her up more in person first.
Play it cool, make her feel comfortable. Then maybe next time you could ask for her number to continue your discussion. But let her lead the conversation and set the pace - don't wanna come on too strong too fast.
Just keep it positive and friendly for now. Over time if she seems into your vibes, then you can see about asking her out. But go slow, girls appreciate when a guy respects their space. You got this, just be cool dude!
