What differentiates you labelling a girl as a friends with benefits vs a girlfriend?

How do you decide whether you want to pursue a romantic relationship with a girl or keep her as a non-romantic friend that you are physical with since in both cases you are clearly physically attracted to her?

For me in both cases its a girl I am sexually compatible with, but in case of the friends with benefits we have a reason why it will probably not work in a relationship or we discovered compatible sexuality before we discovered the deeper things I need for a relationship. If the issues are overcome ill then want her as my girlfriend.
