Because most guys’ are territorial over a girl he is having sex with or in a relationship with , he feels she is only his and no one else’s’ so he is a hypocrite pretty much , if he isn’t staying loyal to her. Men are looking for sexual access. If a chance is available it's very hard for a man to say no and requires him fighting against every biological urge he has. It'd be like asking a woman to date a man with no prospects of being able to provide.

That said men who cheat and men who don't report the same satisfaction in their relationships. Men just want strange. It's why the whole concept of marriage was invented to tie men to their women.
