If a person was almost placed in special ed does that mean they were slow at learning or just dumb?

Could be either. Could be the teacher just sucks.😆 I was placed in remedial reading when I was in Jr. High because an English teacher decided I had poor reading comprehension. But after some testing was done by that instructor it was determined that my reading comprehension was only slightly behind. And when she gave me material that I enjoyed my comprehension dramatically improved. Couple this with my vocabulary which tested at a freshmen in college level. She determined I didn't need to be in the class. But left it up to me if I wanted to stay in there to work on polishing my reading comprehension. Me being the lazy student I was I decided to stay in there.😆 Mainly because I didn't like the previous English teacher.

Schools are factories of learning and cheap childcare.😆 sometimes kids are corralled into classes they shouldn't really be in simply because they're a square peg in a round hole and the school has finite funding.

Could be any number of things that hinder being in a standard classroom. Person can be brilliant by have dyslexia. Or Asperger's and not be adept at interpersonal communications or social cues.

It means the school system failed them, and the teachers let that student fall behind

It means they have a learning disability or emotional issues.

Yeah I know someone who almost placed in special ed and they try to call everyone dumb

It usually means the school doesn't have the resources to teach them properly. Schools teach in one format that is meant for the masses not individuals.

Either or neither. Some people just don't do well in school environments.
