Not automatically. But most are slow learners for a reason, usually because they just aren't smart.

By definition, half the population are below average intelligence. About 2% are below 70 IQ. Below 70 may or may not need special ed, but it kind of puts it in perspective.

Of course, some are probably in special ed when they shouldn't be. That's always been controversial about whether kids with various problems should be mainstreamed.

No I think people not being smart are dumb. People with learning disabilities that require special attention are disabled and therefor not subject to the same scorecard in which others are judge by.

Many children in these programs have average, above average, or even exceptional intelligence. What they need is support for how they learn, not a judgement on whether they can learn.

Across my career, I’ve worked with many students in special education who were exceptionally bright—sometimes far above average in specific areas like math, creativity, memory, or problem-solving.

Special education or “special needs” usually means a student learns differently or needs specific supports (for example, for ADHD, autism, dyslexia, or emotional challenges). It doesn’t measure their intelligence or potential.

The key is matching teaching methods to how they learn best. With the right support, many of these students thrive academically and professionally.
