Depends on what they were rejected for. If the rejected person was morbidly obese, alcoholic, drug addict but later made a lifestyle change to be their best version of themselves that’s one thing. They got rejected because they were involved with self destructive habits (binge eating, drug use, etc.) and that could be a burden on the other person.
However if the person was rejected for not having enough money (not a bum but just an hard working Joe/Jane trying to make it), not having enough social status, etc but later that all changed here’s the best response to that:

Are you implying they would now be interested after rejecting me? I would have to wonder why. Would it really be because they're sincerely interested now? Or because they have no other options at the moment.
I did it, and ended up happily married to them, kids and a house, the whole shebang.
But here’s the catch: we really weren’t a match the first time around; it wouldn’t have worked anyway. When we finally did get together it was years later and we had both done a lot of growing as people.
I probably wouldn't do it under different circumstances. Dating was already more than enough of an awkward head game. No need to make it worse by adding anxiety over whether the other person might change their mind again as easily as they did the first time.
