They're not worth small talk! What to do when acquaintances act so friendly when we happen to cross paths, yet they say no to all my social invites?

These people never reciprocate taking initiative to plan get-togethers, but when I run into them in passing, they pretend to be so interested to know what's new with me. But then of course when I start talking, they just say, "ok by"! So I find small talk with these people so draining because I know it's not going to lead to friendship. Can I just respond to their questions with yes or no answers, smile, and don't ask them anything about themselves (cause I've already shown interest in them in the past, and it went nowhere)?
