What does it mean if a guy says he wants see where things go?

I asked a guy what he’s looking for? girlfriend, friends with benefits? Hookup? Etc.

he said he’s just trying to see where things go.
I said I’m looking for a boyfriend , a relationship, I don’t do hookup or friends with benefits.
he said he doesn’t do hookup or friends with benefits either and never done that.
I said I haven’t had any luck, to get a boyfriend, he said well maybe your luck will change and winked.
he texts me daily all day, kind, warm, texts me daily good morning , and hope I want a good day.
we haven’t met yet for a date.
but it’s a guy that almost got hired at my current job and at my current job it’s many boys that don’t seem they are looking for sex and use you. As it’s normal here to be couples at this workplace.
