I agree with no reason to be mean. Saying you are not interested is a bit mean because there are clear implications as to why you aren't interested.

About the only way you can leave someone not feeling fugley is probably to make up a girlfriend.

Turn her down, don’t be mean if you don’t have to be. If it’s online and she keeps bothering you block her. If it’s IRL and things get too extreme, consider getting a restraining order.
