Is he ghosting me?

This guy I was talking to for a month and going out on dates with left to Europe for 2 weeks. Before he left we had a really good time together he told me he likes me and likes hanging out with me he took me to expensive places and we hung out like 3 times a week. Before he left he told me he would call me and send me videos but since he’s been gone he’s barely reached out. We would Snapchat each other once a day but I stopped answering because he would send me a black screen and not write anything. After a week of his trip I texted him and I said that I found it crazy that he hasn’t reached out once considering we had sex and he told me how much he liked me. He told me that he’s really sorry and that it’s not that case and he really likes me and spending time with me. I answered and said well from my perspective it kinda just seemed like u were ignoring me. After a day he answered and said that he was sorry for not communicating and other things I said thanks it’s fine I get it. Enjoy ur trip :) and he still hasn’t answered it’s been 2 days. Why is he apologizing for not talking to me then ignoring me again. He’s in china rn so I know there’s a crazy time difference but I just don’t understand the situation. Why tell me you’re gonna do all these things then do none of them. Is he gonna reach out when he’s back? or is this the end and am I getting ghosted while he’s away?
