When it comes to romanticism, then I think that flowers speak a better language than chocolates. Not everyone likes sweets and also, a woman may see chocolates as a "poisoned" gift as she may refuse because of the issue of gaining weight.

If I had to chose, then I would probably chose flowers but not just any flowers. Depending on the area of the world you are from, different colors mean different things. In parts of Asia, white is associated with death or mourning, thus not a good choice of color.

I would say that probably the majority of Western women would tend to get flowers, just like @Abbycado
