Is this appropriate?

Ok so I have a question. I've had people tell me that it's perfectly normal for a guy who has a girlfriend to stare at a female while she's bent over. I wanted to ask your opinion do you think that's appropriate and a valid excuse? I have a class with a guy its in a dance studio and there is a mirror in the class that shows our reflection. I came into class and this guy was already standing around in a circle with a group of people talking to them. So I came in put my backpack down and I wasn't even thinking about the mirror behind me and I bend down and open my backpack looking for my notebook to take notes and once I found it and raised up I saw that this guy had been standing there the whole time staring at me while I was bent over and his was just standing there with this big open smile on his face just staring at me and wouldn't look away. Even when I caught him staring he wouldn't look away, so I looked away because it just felt awkward. This guy has a girlfriend and I'm trying to figure out is that appropriate for him to be staring at me like that. This isn't the first time that he has been staring at me. Each time he stares when I catch him he doesn't look away and just keep staring. Other females in the class have noticed it too and they be looking at him wondering why is she staring at me like that. Is this appropriate? Please only respectful honest answers. Be kind when replying or I will block those who have the need to be nasty and rude. Thank you for reading my question :)

Basic rule of thumb here:
Heterosexual guys will often glance. Guys in general have deep-rooted conditioning to visually track motion. It is reflexive.
But this is the part that matters: The more self-awareness and self-control a guy has, the quicker he will reassert control over his gaze and move it away again. Most guys have been taught that it is rude and inappropriate to stare... but the slower his thought-processes compared to his animal instincts, the longer he will stare for. Everyone has a different time requirement for the thinky part of their brain to override the primitive feely part.
If he is STILL staring after you've caught him... you're dealing with someone with at most dog-level intelligence. Sadly that sort of thing is far more common than it should be.

He's seeing something that is appealing to him that he likes looking at, it's unfortunate that what he's looking at is a who and that who gets self conscious about being looked at.

Like imagine the sunset got upset people looked at it so became cloudy.

that's what i'm saying. it's very disrespectful. just like yesterday I caught him staring at me again just looking into my face with this slight smile and when i caught him he wouldn't stop looking. also his girlfriend is in town this week i only know this because some guy was being nosy and asking him questions and we all heard it and it was odd because him and his girlfriend are supposed to be going on a road trip and when they were asking him was he excited about the trip he didn't even look excited. i even asked him i was like aren't you happy you're going to be out of class for a couple of weeks to go on your trip, me just trying to be positive and stuff and he just looks at me and starts complaining almost about how many miles he's going to have to drive to take her to all of these national parks. he made it seem as though he wasn't even that thrilled about what was happening.

yeah she should and i've seen him stare at me multiple times and at some point i can't keep brushing it off like oh well he's just probably staring at something next to me or maybe he was looking at something else... nah this dude probably has already mentally checked out of the relationship and just going through the motions and since they already had that trip planned in advance he probably has no choice but to follow through

its very odd because the guy who asked him about his girlfriend talks to him pretty regularly and even he didn't know much details about this guy's girlfriend. it's like he rarely even brings her up unless someone asks. he never mentions her just in general conversation, nothing. other guys mention their wives in just random conversation sometimes, but this guy almost never... if at all

Guys instinctively look at girls beauty, we know it's wrong and inappropriate action but I am sorry to say that girls r the reason since they do like being attractive and being seen buy guys then they blame the guys🤔
Anyway, stay away from that guy since he disrespected his girlfriend, a player 🤷‍♂️
