I started talking with a guy online. I'm usually a ghosted when I'm rushed in a relationship. So I felt good with the communication through texts and phone calls. We agreed to see each other but I've noticed the plans are never kept. I was frustrated about and vented to him. He apologized and offered an explanation. I don't like that when we talk I'm excited , comfortable with our conversations and have good chemistry. The last time he has done this I didn't send a angry paragraph. We continued to talk but deep down I think I going to exit. Somethings not right.

Tell him you want to meet up or move on. if he doesn't follow through, then end it. Even if he was well-intended, if he can't follow through even once that it's not worth your time. He's already had multiple chances it sounds like.
Honestly I have had a similar issue with guys online and guys usually act like this when they are not interested or are talking to someone else also. I don’t say this to hurt your feelings but to inform you since I have had similar experiences. My advice would be to date in real life even though it’s hard because most of the guys online or on dating apps are usually talking to multiple women or just looking for sex.
