I see lots of people talking, but I don't see hardly anyone going up and talking to others. It seems very difficult if someone wanted to meet a partner. I talked to locals in France that confirmed this experience. People seem to stay in their own "clicks"... maybe due to language, they are vacationing?
My family seem the exception, going around talking and meeting people.

In Paris for the past five years and I can confirm no one will ever stop and talk to you unless they’re begging for change
People are far too busy always on the run or hanging with their own clicks
That being said if you made the effort to talk within acceptable social contexts it could still work
But yes culture is important and I hear people are friendlier in cities like Berlin and Prague
But I haven’t tested that for myself yet
We have met multiple people in various ways, it's possible. But most are in their own tiny worlds. Agree, I've never had so many people... or are they now zombies... begging for $.
Yeah they feel like NPCs in a video game
Almost like they disappear when you turn the corner

It would be easier if people talked to each other more often
For sure. I wonder why it is so isolated here? Intentional control of population? Is it fear of others? big cities can be like this. in smaller "nantes", I see more engagement... but not much.
I found a lot of attractive women in both places. Unfortunately I couldn't communicate much.
