What does it mean when a girl that you aren't dating but keep having fallouts with keeps coming back?

It's not like she just leaves and just ghosts me. Most of the time something happens whether it's something I say or do and we stop talking. Sometimes we can go as long as 1/2 a year not talking and she comes back.

Stopped talking to him after he annoyed me when he said I miss you, then left the conversation for hours then texted back then left for more time.
I went no contact for 8 months & then the week I finally see him he ends our meet up with an emotional conversation we had 4 years ago and another woman on his mind. Since then I put him back on no contact.
He's oblivious to the things he does that hurts me and I'm too tired to have a dragged conversation about it, so distance is peace.
