Is it better being the guy a girl vents about or vents to?

Vents to. She'll eventually forget about the guy she vents about, women sometimes take a little longer to make the step to leave a relationship. At least until she emotionally checks out and ends up finally hating the guy. Then she never looks back.

Yeah but only momentarily unless he gets his shit together or they both work on their relationship, which rarely happens when it gets to the point that they're always complaining about each other

Well that depends. Does he want a relationship with her? It's about 50/50 in my opinion. If she breaks up with the guy then she could end up seeing the guy she is venting to as either a brother, which is worse than getting friend zoned, or she might start to trust him more and see him in a new light. Either way, I guess she'll at least appreciate him, but the guy she's venting to shouldn't put all of his eggs in one basket until she actually breaks up and shows interest. It's better to not make expectations in life over anything, in general.

Then I guess it should be only a matter of time till she tells him to kiss her ass 😂 or so I would hope.

No commitment and already having lots of problems, not a good sign. As someone that was in a situationship before, I can tell you that I'm 99% sure she is wasting her time and letting this guy string her along. I would hope she hasn't developed real feelings without a formal relationship yet.

Because "to" means you're her girlfriend. About means she considers you of consequence to complain about. If she knows she's got you on a string she isn't going to do that.
