I was at the state facility taking care of some business and there was this really cute girl that kept looking back at me multiple times but i figure i was there to take care of business not chase after women. Did i miss my chance?

If you did, then you actually dodged a bullet. No decent woman puts you on a timeline. Now she may move on if you don't show any interest. But if she is a good woman, and still single, then you CAN'T miss your chance.
