Why is this guy so hot and cold and always singling me out?

Sometimes i get the feeling that he is paying attention or notices me from the way he says some things. Like he literally said to me why are you not laughing at this joke, or when i do laugh he also points that out. He also loves to put me on the spot, like one time food was being ordered and everyone gave their preferences except for me. And he literally waited to get my opinion... like there were 25-30 other people? he has been teasing or joking with me occasionally for a few months now, and he and his friend make eye contact after he's done teasing me... laughing with each other as if it's an inside joke. Other times he completely ignores me. its like hot and cold. I am so tired of this. Like is this guy really observant or his inner Shylock comes out to tease me? one time i kept on giving 1-2 worded replies to his pestering questions and he was still laughing!!! like what does he want
