Yes, of course. Part is genetics, and part is knowing how to present yourself. This is minimally correlated with social skills.

I would say no because if his personality is bad, I will view his body and face as ugly too, regardless of how good he might have looked to me if I did not what his personality is like.

And if a guy is ugly but his personality is good, I will view his body and face as good looking too, even if he is actually very ugly on the outside.

There are exceptions obviously. If a guy is 100 years old, he is ugly, no matter how nice and kind he is.

That happens the majority of the time. The issue is when you can't stop finding things about a girl attractive that you never noticed before or cared about.
