Well it's legal in a lot of US states. And it's only a 3 year age gap. Mathematically it's only 19% difference in age. But in terms of maturity, a 3 year age gap can be huge but unmeasurable at 16. It may be immoral depending on the 2 people or it may not. They could end up together for life. Or she could end up as a single mom in high school. if you're looking for simple answers, there aren't any.

I presume you're talking about a 19 yr old male and a 16 yr old female, domiciled somewhere in the USA? What they ´´can or can't do´´ is in part a legal question, depending on the state they live in and the age of consent. The morality of it and the wisdom of the whole thing is questionable at best once you add sex to the equation. However, it's not unreasonable that a mature 16 yr old girl and a rather immature 19 yr old boy could be on the same level mentality and emotionally. I don't see anything morally wrong with them dating, but it would be unwise to have sex. They're still both teen-agers no matter how you look at it, and it's just not a smart thing to do.
