What letter grade is a 96.96 ?

Depends on the location and their systems and policies.

For where I'm at that would be an A, but it only for College. And for some reason the school I'm in do not have A+, only A or A- and everything else below that.

It could be an A+ for High School, but I don't remember since I've been out of that for more than a decade.

Well that would normally be rounded to a 97 and that should put you on the lower end of a A+ which is a 4.0
