He definitely doesn't mean it as a way to talk down to me so I am not upset at him for calling me these words. But he does it all the time, it is every time he addresses me. Does he mean it as a term of endearment? He compliments me on my hard work and when I ask for help, he drops everything. He also says I look skinny and scrawny but much stronger than I look.

Since you seem certain that he is not being condescending, then he is using terms of endearment because he is fond of you. Maybe it is only friendly, maybe he's interested in more, and maybe he would be interested if circumstances were different. But he seems to care for you more than just a coworker.

Another is possibility is that he's older and he just calls everyone that's younger than him that. Or he could have recently lost a daughter or someone close and you remind him of said person. Or, as @RimeIce said, he could be fond of you.
