Why is it ‘illegal’ to take a breather at work?

I’ve been employed for 10 days.
im still in training.

Day 1, the trainers told me ‘Always look busy’.
Never just stand around, & They meant that literally.
If they notice me standing around doing nothing they’ll chew me out.

I just got chewed out again.
there's not much work today, I was told to sit and wait for a minute.
Someone saw me waiting around & chewed me out.

Why can’t some people just accept that there’s nothing to do? Why can’t i just sit around & wait for work?

He made me take out random trash since I had nothing to do

Basically it boils down to this....

1. You are at work, not at home, and if they told you to always look busy and they make good on that, well, they told you and they meant it b/c that is what they are paying or going to pay you for.
2. OR...since you are training, they are trying to be extra hard on you because they want to see if you can follow the rules. They don't want to spend all their time and effort on someone who can't work the way they need to in that job. Once you pass muster, they may totally ease up
