Dr. Masters said he's "not qualified" to review my tornadoes scientific paper. Who the hell is then?

He said he wasn't an engineer, and because much of my paper focuses on Engineering concerns, he wasn't qualified to review it, even though he's like the number 1 hurricane expert and number 2 severe weather expert in the U. S.

Who should I try next? A college of Engineering or something like that?

Accuweather is reviewing my paper, but hasn't gotten back to me yet since then.

Pretty difficult to answer without knowing the specifics. If it was genuinely him feeling ill suited and not a polite excuse to save himself the time I would simple ask him to do so from the perspective of his own field and disregarding any engineering involved.

But again not sure what your paper focuses on. If it is more focused on the engineering aspect go for that. If it is for a course, diploma or alike you should have a go-to person who if unsuited will be able to pass it to someone who is. The academical world is rather small.
