there's a ton of reason why war starts, but the declaration of war is simply the declaration of a state of action. Its not the reason. They were already at war way before they declared it.

Not one person in the USA cannot declare war that can only be done by Congress. There was never a Korean War it was a police action ordered by the U. N. an act of war was never declared by The Congress of the United States. Also, none for Viet Nam!
