No one is hired on the spot because Human Resources needs to be involved.
So, for instance, the people you interviewed may want you and they let Human Resources (HR) know. HR then does some computations based on your résumé, interview, and other factors, and they consider making you an offer.
They may not though; that happens sometimes, but it is rare.
So, for instance, let's say the people who interviewed you think you are great and want to hire you for the job, but HR does a background check and discovered that you have to legal or financial issues and might not be able to get a security clearance. Then, they will pass on you.
Again, this sort of thing is not common though.

I hope not.
I sent a job-application on last Monday, got an e-mail the very next day asking when would be a good time for a phone-interview, responded as early as I could (that same Tuesday's evening, after their office-hours) giving them any weekday-morning time-slot, and… still got no response ever since.

But don’t get attached to a single job. Be scientific and mathematical about it. The more times you interview, the better you get, the more money you demand.
It may be worth more NOT to take this job but start asking for a bigger salary in subsequent interviews.Few get hired "on the spot" unless you are interviewed for that specific spot.
Most likely they're sifting a few candidates.I've been told on more than one occasion that they would call me back and on more than one occasion I got the job.
