Is my professor wrong for lying to all his students?

Sounds like he either screwed you all over, or there was a miscommunication where someone told him wrongly what the exam was going to be and he inadvertently passed on the wrong information. That’s hard to imagine though, so it does sound like he pretty much screwed you all over I’m afraid.
If most of the students in the class fail the final, it's his fault. He told us specifically to study 1 chapter, only to include all the chapters from weeks ago that we can't remember on the final. Now I hate him.
It would be reasonable for the group to put in a complaint and ask for a reexamination under those circumstances. Sorry this happened to you all though, I would be upset about that too!
Maybe he made a mistake and didn't double check it or you read it wrong. Its hard to say without the full message.
I'm reading the message right now, and it says "I have decided that your final exam will consist of only Chapter 21." ONLY. We all arrived in class today talking about Chapter 21, because that's what he said. Turns out it's every single chapter we have learned. A blatant lie.

You should prepare from the whole syllabus
He sent a message to everyone just last week that it would not be comprehensive. So we just took it as that. He really pulled a sick joke on everyone.
