Why does my teacher turn a blind eye to cheating students?

I’m taking a college credit in high school. We use our phones to take exams, so it’s super easy to
copy and paste one question into Google and find the entire test on Quizlet.

This girl has clicked on the speaker button in Quizlet so many times. The teacher hears it and knows she’s cheating but always turns a blind eye. Pretty sure everyone in class cheats using Quizlet.

Their parents can bribe teachers or her family has some power and the teacher doesn't want to lose their job.

Why would she care. It doesn't affect her pay and if anything her students getting better grades makes her look better.

Teachers like to say “if you cheat, you’ll never learn anything,” so it’s weird that she completely ignores it. I mean, her entire answer key is on Quizlet. 🤣🤣
