It needs to be a fully functional language and should have:
Root words
Compound words
Parts of speech, such as subject, verb, predicate, and grammar and syntax for controlling how words modify one another's usage and meanings.
This could even be a contest.
Create a fictional language with different subject-verb predicate order and with different parts of speech rules than English. Whoever creates the best language wins.
Example:
JOE QUICKLY RAN TO THE STORE.
QUICKLY TO THE STORE RAN JOE.
ELEMO VIA VEJA TUVIS ASYP JOE.
ele = quick
mo = ly
via = to
veja = the
tuvis = store
asyp = ran

I don't see the point in doing that.
It's not a useless exercise. Coding in computers or encryption in the military works that way. The best coded languages have different grammar and syntax and have poly-alphabet substitution and transposition on top of that.
Also, if you are writing fantasy or science fiction, you need to invent languages for other intelligent species to speak.
Also, if we ever actually discover real aliens, we may need to invent new words for our own understanding of their language, life forms, and technology.
Imagine if everyone in The Lord of the Rings spoke English instead of their own native language? The Elves speak Quenya in the books and even sing songs in other langauges, which they left out of the movies. In the books, Aragorn and Gandalf need to translate Elvish languages for the other characters to understand what they are saying, well except a few of the Elves also know English, but you get the point.
