2/3 of student debt is owed by the top 40% wealthiest households. So why do Democrats want to force people who are not wealthy to pay their debt off?

Why are Democrats insisting on forcing people who are less wealthy and/or never even went to college themselves, or went to college and responsibly kept their promise to pay it back, or are struggling to pay for their own or their kids colleges right now to pay for the college loans of people who took the money and promised to pay it back and are wealthier than the most of the taxpayers who are going to be forced to pay for it?
